g\u00e9n\u00e9rale est que ces lois sont utilis\u00e9es pour cibler des personnes consid\u00e9r\u00e9es comme \u201cind\u00e9sirables\u201d et \u201cnon d\u00e9sir\u00e9es\u201d, non pas parce qu\u2019elles repr\u00e9sentent une menace pour la s\u00e9curit\u00e9 publique, mais plut\u00f4t parce qu\u2019elles sont impuissantes et \u201cn\u2019ont pas leur place\u201d. Ces notions d\u2019un ordre social particulier remontent \u00e0 l\u2019\u00e9poque coloniale.<br><br>\nLe probl\u00e8me est favoris\u00e9, d\u2019une part, par une myriade de lois, d\u2019arr\u00eat\u00e9s municipaux et d\u2019infractions mineures et, d\u2019autre part, par des notions d\u2019ordre social qui trouvent leurs racines dans l\u2019\u00e8re coloniale. on nombre de ces infractions mineures ont \u00e9t\u00e9 appliqu\u00e9s par les puissances coloniales pour contr\u00f4ler les populations africaines et prot\u00e9ger leurs int\u00e9r\u00eats \u00e9conomiques dans les colonies africaines. Ces lois sont rest\u00e9es intactes dans de nombreuses juridictions africaines post-coloniales, bien que les anciennes puissances coloniales les aient abolies ou en aient fait des infractions non-arr\u00eatables dans leurs propres juridictions (par exemple, le Royaume-Uni et la France). Ces lois et la menace de leur application sont devenues dans de nombreuses juridictions une source de revenus pour les fonctionnaires par le biais de
