The statement notes that excessive force to enforce curfews and social distancing rules can amount to torture or to inhuman or degrading treatment. The experts stressed that independent documenting of the living conditions of persons deprived of their liberty, as well as the monitoring of the use of force by law enforcement officials are an indispensable part of the overall COVID-19 response.
