Vanwyck Mbewe is married to Joyce, and they have 6 children. Vanwyck, a cleaner, works at the main depot of the National Bus Service. While going to work on foot, he was arrested and sentenced to 2 months in prison on a charge of being a rogue and vagabond. Chapter 17 of the Malawi Penal Code addresses various nuisance-related offences, including being “idle and disorderly” or being a “rogue and vagabond”. The loss of income has shaken the already difficult economic situation of the family. Joyce was not able to pay the rent, but said they are lucky since the landlord was understanding and gave her some time to find the money.
